A subsidy is a benefit given to an individual or business entity, or institution, usually by the state government or central government. It is usually in the form of a cash payment or reimbursement or a tax reduction in several sectors of investments and expenses of the individual or business entity, or institution. The subsidy is typically given to remove some type of burden, and it is often considered to be in the overall interest of the public, given to promote a social good or an economic policy.
A license is an official document which gives you permission to do, use, or own something. If you say that something gives someone license or a license to act in a particular way, you mean that it gives them an excuse to behave in an irresponsible or excessive way.
